Position Details

  • Employment Type: Full-Time

  • Compensation: Salary range of $65,000 – $75,000, commensurate with experience.

  • Benefits: This position includes a comprehensive benefits package (health insurance, paid time off, holidays, and other benefits as offered by the East Loop Community Improvement District).

  • Schedule: Primarily weekday business hours with some evenings and weekends required for events.

Position Overview

The Delmar Loop Programs and Marketing Manager works alongside the Executive Director to manage and implement key programs across marketing, events, business support, and administrative functions for the Delmar Loop. This role supports initiatives that span both the East Loop Community Improvement District (CID) and the Loop Special Business District (LSBD), working under a coordinated approach to strengthen the Loop as a unified district.

The position plays a key role in district-wide communications, event execution, community engagement, and operational efficiency while providing responsive support to Loop businesses, property owners, and partners.

Key Responsibilities:

​

1. Marketing & Communications – 35% of Time

  • Maintain and update VisitTheLoop.com and EastLoopCID.org, including content updates, event listings, and CID/LSBD documents.

  • Manage and coordinate with the Delmar Loop marketing consultant, including reviewing social media content and ensuring alignment with district branding and messaging.

  • Work with the marketing consultant to refine promotional copy for campaigns, events, and district initiatives.

  • Implement simple website updates as needed to ensure timely and accurate information.

  • Work with the Loop Passport App developer to provide updated content, review changes, support feature updates, and maintain accurate information within the app.

  • Support Loop Passport App onboarding for businesses, including outreach, setup, and ongoing updates to offers.

  • Create and manage external communications, including bi-monthly e-newsletters, event announcements, and brochures.

  • Assist with media and press efforts by reviewing consultant-created press releases and helping coordinate media days, interviews, and promotional opportunities.

  • Support marketing coordination with key stakeholders—including Explore St. Louis, Missouri Tourism, neighborhood partners, business associations, and event partners.

  • Seek creative opportunities to enhance marketing efforts and promote the Delmar Loop.

  • Support updates to district wayfinding and directory signage, including content accuracy and coordination with vendors.

  • Assist with creation and coordination of print materials such as brochures, event mailers, and postcards.

  • Design marketing collateral for events and programs as needed (graphic design is a plus, not required).

 

2. Events & Program Support – 35% of Time

  • Assist in planning and executing Delmar Loop events, including:

    • Ice Carnival (both East Loop and LSBD)

    • Flowering Artist Festival (LSBD)

    • Mural Festival or Other (LSBD)

    • Juneteenth Celebration (East Loop)

    • Día de los Muertos Festival (East Loop)

    • Holidays in the Loop (both East Loop and LSBD)

  • Support additional events and activations, including partnerships such as Flyover and other district programming.

  • Assist with the creation, planning, and coordination of district programs and events, including research and collaboration with Delmar Loop businesses.

  • Evaluate current events and identify opportunities for improvements, efficiencies, and new programming.

  • Coordinate event logistics such as vendor outreach, site layouts, permit support, timelines, volunteer coordination, signage, supplies, and day-of operations.

  • Coordinate with local Delmar Loop businesses to encourage participation, cross-promotions, and business-led activations.

  • Assist with event communications to the community, businesses, partners, and stakeholders—including announcements and distribution of key event information.

  • Provide day-of event support including setup, on-site coordination, vendor support, and breakdown.

  • Assist with sponsorship coordination, deliverables, and post-event documentation.

 

3. Business Support & Economic Development – 20% of Time

  • Conduct regular outreach and interface with Delmar Loop merchants on an ongoing basis.

  • Maintain accurate, up-to-date business directories and distribute marketing materials to businesses as needed.

  • Maintain and update property and vacancy inventories to support business attraction efforts.

  • Maintain and update property owner records and assist with tracking development activity, including permits and property changes.

  • Track business needs, updates, challenges, and opportunities to support the Executive Director.

  • Support business appreciation programs, merchant engagement meetings, and district-wide communications.

  • Track engagement metrics and assist with quarterly business reports.

 

4. Administrative & Operational Support – 10% of Time

  • Maintain accurate district data and internal tracking systems, including business lists, property records, and program participation.

  • Assist with document updates, reporting materials, and internal records for both CID and LSBD.

  • Assist in drafting the CID annual report and supporting LSBD reporting needs.

  • Support coordination of print communications such as board mailings, postcards, and outreach materials.

  • Assist in tracking and measuring key performance indicators (KPIs), including metrics related to marketing, events, business engagement, cleanliness, and district operations.

  • Conduct periodic district observations and support reporting on conditions such as cleanliness, maintenance needs, and overall district experience.

  • Assist the Executive Director with special projects and emerging priorities as needed.

 

Qualifications

  • Bachelor’s degree in Marketing, Communications, Public Relations, Business Administration, or a related field preferred. Equivalent professional experience may be considered in lieu of a degree.

  • 5-7 Years of experience in marketing, events, community development, business district support, public administration, or nonprofit work.

  • Strong writing, communication, and organizational skills.

  • Ability to manage multiple projects and deadlines in a fast-paced environment.

  • Comfortable engaging with businesses, vendors, property owners, and community partners.

  • Proficiency in Microsoft Word, Excel, and PowerPoint, as well as Canva.

  • Experience with Adobe Creative Suite is a plus but not required.

  • Graphic design skills are a plus but not required.

  • Comfort with basic social media tools and general technology platforms preferred.

  • Ability to work some evenings/weekends for major events.

  • Ability to lift 25 lbs for event setup.

 

Work Environment

  • Position is hired by and reports directly to the Executive Director of the East Loop Community Improvement District.

  • The role supports initiatives across both the East Loop CID and the Loop Special Business District (LSBD).

  • An office space located in the Delmar Loop will be provided for this position.

  • Includes field work along Delmar Blvd, office-based tasks, and event participation.

  • Regular interaction with businesses, property owners, partners, vendors, and volunteers.

  • Positive engagement and responsiveness to district businesses and partners.

  • Accuracy and organization of district data, records, and reporting.

  • Effective coordination with marketing partners, consultants, and stakeholders.
